Cloward and Piven Strategy

The Cloward–Piven strategy, a political strategy developed by Frances Fox Piven and Richard Cloward. Both were political activists and socialists at School of Social Work, Columbia University. They argued under the strategy that numerous eligible Americans for welfare were not benefiting and a political crisis might be created due to welfare enrollment drive that would possibly for all the US politicians in general and Democratic Party in particular to pass a legislation “establishing a guaranteed national income”.

The strategy’s main agenda was to force the “Democratic Party”, which was controlling the presidency and the two houses of the Congress to take a necessary federal action for a real help of the poor. Both argued that a full enrollment of the eligible persons for the “welfare” would lead the welfare agencies to a bureaucratic disruption and the state and local governments to a fiscal disruption that would possibly extensity the existing divisions various elements of the Democratic coalitions. They argued that in order to avoid the weakening in the historical coalitions, the “national Democratic administration” would be forced

to proceed with a “federal solution” to the poverty that would ultimately supersede the failures in local welfare, local class, local revenue quandary and the racial conflicts. They have written that the strategy’s ultimate objective is to completely eradicate the poverty through the establishment of an annual guaranteed income through an absolute redistribution of the incomes.

Janice Andrews and Michael Reisch said that based upon the strategy the current welfare system would lead to crises due to a gap between the welfare practice and laws, which will ultimately lead to its collapse and it will be replaced with a annual guarantees income system.
